It was a cultural attempt for enhancing a territory rich in potentiality: this is the Teatro di Tor Bella Monaca, a structure dedicated to performance, to artistic and cultural productions, to training young people and students. The Comune di Roma has launched a program for decentralising and creating cultural activities called the Urban Programme aimed at optimising urban activities in general. These include the restructuring and adapating theatres and were carried out by the Municipio VIII Roma delle Torri.

The goals so-called "suburban theatres" of which the Teatro di Tor Bella Monaca is the latest example are to ensure accessibility to artistic creations for the whole community in the territory and the entire city, to favour every opportunity for a profitable relationship between local cultural productions and the national scenario.

The building, situated inside the large complex of the Municipio III site, was designed from the beginning to house polyfunctional activities. It is, in fact, a flexible space system comprising two halls, flanked by a large open-air theatre, an all-purpose rehearsal area as well as other spaces for other uses where meetings, shows, workshops and training periods all involving particular user needs take place. There is also a library/bookshop managed by the Biblioteche di Roma in the structure.

The Teatro di Tor Bella Monaca was born from a synergic action - both as a project as well as on a management/economic level - of different figures in the institutional and cultural world of the city for the Comune di Roma, Assessorati alle Politiche Culturali and the Periferie and the Municipio VIII Roma delle Torri , the Ente Teatrali Italiano, the Assessorato alla Cultura della Regione Lazio, the Università degli Studi di Roma Tor Vergata.

Michele Placido's direction enhances the project ensuring its quality and the selection of topical interest. The programme has a multidisciplinary character and has been made possible by the enthusiasm and the generous commitment of professional artists, territorial associations and groups of university students.
