IMPORTANT ADVICE FOR PRODUCTION COMPANIES
Additional income for the Rome Municipality - Arts Department
Following approval of the law passed by the Town Council no. 280 dated the 16/9/09 related to the proposal for an Additional Income to the Arts Department, authorization was given for special filming and advertising purposes that may be subject to payment of an adequate sum to be agreed upon based on the tariffs of the Superintendence of the Arts.
When the budget is approved (presumably before the end of March) payments will be updated on the basis of the new filming tariffs, with the idea of augmenting funds for the upkeep of the Arts.

The objective of the Film Office Commission is to make the capital the place for selecting audio/visual productions, both national and international.
At present it is working as a sole desk for all administrative type of permits, required for making films for the cinema, television as well as photography and this is the reason why it has relationships with the relative authorities in the different sectors.
The Cinema Office offers authorization for filming on the city's territory via a form that can be found on the internet sites www.comune.roma.it/cultura and www.cultura.roma.it
The Municipal Council has approved Resolution No. 44/2004, for the purpose of cutting down production costs regarding filming on public soil. As a consequence, the fee due to the Sovraintendenza will be reduced as well.
This Resolution has been passed to further our wish in choosing Rome as a perfect background for such activities by bringing in special facilitations.
1 - No fee is required for filming mainly on public soil within the city of Rome. There will be a 50% reduction on fees for filming in places with an artistic, historical or archaeological interest as well as villas and parks belonging to the Comune di Roma. Shooting films for advertising purposes are excluded.
2 - Where productions do not mainly entail filming within the Roman area, a reduction of 50% is envisaged for occupying public soil, whereas those involving historical monuments will be cut down by 20%.
HOW TO REQUEST AUTHORISATION FOR SHOOTING FILMS
Users have to fill in suitable forms, available at the Ufficio Cinema, at the U.R.P. (Public Relations Office) of the Department (premises at Piazza Campitella no. 7). They are also available via internet at the sites www.comune.roma.it/cultura and www.cultura.roma.it. Forms have to be properly filled in and signed indicating requests related to shooting and services, then be delivered to the Ufficio Cinema (by fax as well if required).
How payment is made
1 - € 20.00 and € 1.00 fixed tax for investigation rights (at the time when the request has been presented or when authorisation has been granted, if the request has been forwarded by fax);
2 - € 14.62 revenue stamps (they have to accompany requests or when authorisation is granted when they have been sent by fax);
3 - Payment due for occupying public soil. The sum is variable: daily tariffs are envisaged based on the square metres occupied, which area it belongs to of the four categories into which the Roman territory is divided apart from the sum due to the Sovraintendenza being € 413.17 daytime and € 619,75 nighttime (plus 20% VAT) a day. If shooting takes place in territories/areas bound by the Galasso law (fees are increased by 12% related to shooting for advertising purposes where films will figure on television networks or film circuits) [1]
The vehicles having permission to access the ZTL (the ZTL form) will have to pay the amounts due according to the current tariffs for Access Permits.
Exemptions
Exemption from the payment of shooting fees for strictly personal use, for studying purposes or for technical/scientific institutional purposes or in any case coming within institutional Administrative needs and, as such, authorised by the pertinent departments.

Requests have to be made in the same way as above, but with certain differences from shooting films. Users have to fill in the suitable forms available at the Ufficio Cinema, at the U.R.P. (Public Relations Office) of the Department (premises at Piazza Campitella no. 7). They are also available via internet at the sites www.comune.roma.it/cultura and www.cultura.roma.it. Forms have to be properly filled in and signed indicating requests related to taking photographs, then be delivered to the Ufficio Cinema (by fax as well if required).
How payment is made

3 - Payment due to the Sovraintendenza in those areas mentioned in the Galasso law:
a) € 10.33 plus VAT 20% for each photo in black and white or colour;

How long does it take for authorisation to be granted for shooting films or taking photographs
No period can be given for the exact time required for each request (following the necessary permission) being subject to receiving advice envisaged by investigations. Authorisation is on an average granted within 5 working days.
FOR PHOTOGRAPHS TO BE TAKEN INSIDE DIFFERENT MUSEUMS OR ARCHAEOLOGICAL SITES FOR RENTING OR REPRODUCING COLOUR PHOTOS
Requests have to be delivered directly to the Museum or Institution where the work involved is housed.
